The disturbing report comes from the International Civil Aviation Organization (ICAO) which audited the country in 2015.
On inspection, the Panamanian air system earned a score of 36.4 points out of a hundred. In 2005, it received a score of 85.7.
The ICAO found failures in procedures and in the regulations that the Civil Aviation Authority has in place to regulate airports and air traffic.
Deficiencies in training of technical personnel responsible for monitoring traffic in Panamanian air space were also detected by the international agency.
Aviation Director Alfredo Fonseca Mora said that the result of the audit is due to a lack of resources invested into the agency by the state.
The result could lead to a review of Panama by U.S. authorities.
