The help started arriving in Upala , Bagaces and all other communities affected by Hurricane Otto in Costa Rica.

The government informed that funding from Developing Banking will be used to help recover the areas affected, by providing assistance to all the farmers and business owners that demonstrate the damage suffered by their company or industry, they will also provide monetary help for the reconstruction of damaged houses.

The National Commission of Prevention of Risks and Attention to Emergencies (CNE) has maintained the red alert over the counties of Pococi, Guacimo, Siquirres and Matina in Limon. In Alajuela the counties of Sarapiqui, Los Chiles, Upala, San Carlos, Grecia, Zarcero, Valverde Vega, Naranjo, Guatuso and San Ramon. In Guanacaste: La Cruz, Liberia, Bagaces, Cañas, Tilaran, Abangares,Santa Cruz, Hojancha and Nandayure, and finally Perez Zeledon in San Jose.

The Ministry of Transportation (MOPT) and the National Roads Authority (CONAVI) reported 212 damages in 59 national routes, but only one remained closed (Torno-Guayabo).

Airports are working normally. But the prohibition to set sail for small boats remains for the Caribbean and Central Pacific.
The Costa Rican Institute of Aqueducts and Sewers (AYA) estimated close to 40 thousand families without water service, and they are currently working on the recovery of the infrastructure and in the meantime they were providing water through tankers.

The Costa Rican Electricity Institute (ICE) had reestablished 34 thousand electricity services and still had 17 thousand more to go, they have over 200 technicians working on this.

As of tomorrow the National System of Animal Attention will be installing mobile clinics to provide veterinary attention to animals in three communities.

Instead of lines forming outside the stores in this Black Friday, lines of people were seen in different gathering centers, especially in the different Red Cross stations, turning in donations of food, water and personal hygiene items.

Coca-Cola: The Coca-Cola Femsa company cancelled the activity they had this weekend with the traditional lighting of the Sabana Christmas tree and will donate the money saved from the cancellation of this activity to the affected families, they will also open a collection center and will continue to donate bottled water.
Arrocera Costa Rica (Costa Rica Rice Company): Will donate over one thousand kilograms of Imperio rice to the families
Clinica Biblica: Will send volunteer doctors and medical equipment.
Dos Pinos: Will donate 105 thousand glasses of milk
Construction Company H Solis: Has sent 33 different construction trucks and machinery to help in the different areas.
Davivienda Bank: For every 5 thousand colones donated ($10), the bank will will donate a bag of concrete
